What is the State Extended Benefits Program?
The State Extended Benefits Program is designed to provide additional benefits to unemployed Kansans during periods of high unemployment. The program becomes effective once the state’s average seasonally adjusted unemployment rate reaches 6.5 percent or higher for three consecutive months. Under the program, individuals who exhaust their regular unemployment benefits and, in this case, any benefits through the federal Emergency Unemployment Compensation (EUC) program, may qualify for up to 13 additional weeks of benefits.

Am I eligible for state extended benefits?
To be eligible for state extended benefits, you must meet the following criteria:
o Exhausted regular state unemployment insurance benefits
o Exhausted original EUC benefits
o Exhausted Tier II EUC benefits
o If your Tier II EUC benefits exhausted after Nov. 22, 2009, you must also have exhausted Tier III EUC benefits prior to receiving state extended benefits
o Not eligible for a new state unemployment insurance claim in any state or in Canada
o Currently unemployed or working less than full time

What are extended benefits and the Emergency Unemployment Compensation 08
(EUC08) program? Extended benefits are additional unemployment insurance benefits that are available to unemployed workers when they have exhausted their regular UI benefits. Extended benefits programs are enacted during periods of high unemployment. The EUC08 extended benefits program is a federally funded emergency program providing much needed help for many Kansans and their families while they continue to look for work. Effective July 6, 2008, the President approved up to 13 weeks of EUC08 benefits to unemployed workers. On Nov. 21, 2008, the President signed an extension into law, adding up to seven additional weeks of extended benefits for Kansas workers. This brings the total maximum EUC08 benefit to 20 weeks in Kansas. The first week for which the extension benefits could be paid was the week beginning November 23, 2008.

Who can apply for EUC08 extended benefits?
The EUC08 program extends UI benefits to those who have exhausted their regular UI benefits. If eligible, applicants could receive up to 20 additional weeks of UI benefits. Eligible workers include those who:
o Have filed a valid unemployment (UI) claim and their most recent benefit year ended on or after May 1, 2007
o Have exhausted all regular UI benefits
o Have no rights to regular unemployment compensation
o Have had:(1) earnings from covered employment equal to or greater than 1.5 times the wages earned during the highest wage quarter, (2) 40 times the weekly benefit amount or (3) 20 weeks of full-time insured employment or the equivalent in insured wages in the base period of the most recent entitled claim
o Are fully or partially unemployed on or after July 6, 2008
o Are legally authorized to work in the United States
o Meet all regular unemployment eligibility criteria such as being ready, willing and able to work

Kansas unemployment benefits eligibility criteria

You are not eligible for unemployment benefits if you voluntarily quit your job without good cause, effective the day after your separation, and continuing until you become re-employed and have insured earnings of at least three times your weekly benefit amount.

You may still be eligible if you:
o Quit due to illness or injury upon the advice of a licensed and practicing health care provider.
o Quit temporary work to return to your regular full-time employer.
o Quit to enlist in the armed forces of the United States, but were rejected or delayed from entry.
o Quit due to working conditions hazardous to your physical, mental or moral well being.
o Quit due to unwelcome harassment by the employer or another employee.
o Quit to accept better work.
o Quit because the employer requested that you violate an ordinance or statute.
o Quit due to a violation of the work agreement.
o Quit due to a personal emergency.
o Quit due to the voluntary or involuntary transfer of your spouse from one job to another.
o Quit to enter training approved under the Federal Trade Act of 1974.
o Quit due to circumstances resulting from domestic violence.

Many people wrongly believe that only those working in heavy industry can suffer from industrial disease . In fact, industrial disease claims are open to a wide range of employees, and cover a significant variety of conditions. Click on the headings below to learn more.

In order to be able to claim, you will generally need to be able to prove negligence. This means that there will have to have been a duty of care owed to you, that duty must have been breached, and that breach must have caused the illness or injury. In some industrial disease claims, proving this element of causation can be difficult, as it is not always straightforward to isolate incidents at work from other potential causes. To deal with this, the courts have built up a range of special rules.

The most obvious ailments which lead to industrial disease claims, such as asbestosis, are brought about by exposure to some form of noxious substance. However, these are not the only types of injury which can be claimed for. Injuries which may seem less serious, such as repetitive strain injury, are also common. The amount of compensation you will be owed is worked out according to guidelines laid down by the courts, which ensure that similar claims are granted similar amounts of damages.

In order to stand a reasonable chance of success, you will need to retain professional legal representation. It is possible that you may qualify for legal aid, although this is now unlikely in most cases. Instead, you should be able to undertake a no win, no fee agreement, in which your solicitor only charges you a fee if successful. As you have will have won your case, this fee is likely to be paid by the defendant. Alternatively, you may be able to take out legal expenses insurance, or may already be covered by trade union membership.

Industrial disease cases can be complex, and for this reason it is vital to find the right solicitor for you. Whilst there are a number of reputable accreditation schemes to help you to do this, you will also need to use your common sense in judging whether your solicitor is likely to do a good job. As ever, the best way of being sure is to ask for recommendations from friends, family and colleagues.

Even if you have retained a competent solicitor, it is still important that you understand the claims process. Your solicitor is likely to undertake their own investigation into your claim before launching action. Once they have done so, they will need to follow the Pre-Action Protocol as laid down by the Ministry of Justice, and will probably employ a barrister if your case goes to court. They will need to ensure that your claim is made within the limitation period , and that you have a reasonable prospect of success.

If you’ve just passed your test you’ll probably be itching to get behind the wheel and hit the open road, but you’ll find that first time car insurance can be incredibly expensive.

As a new driver you’re among the least experienced drivers on the road. Insurers therefore believe you’re the most likely to be involved in an accident, and charge you accordingly.

From the car you drive to the type of insurance you buy, there are some steps you can take to make that first car insurance policy more affordable.

Choosing the right car

Many of us look back fondly on our first cars, even if they were old bangers. If you’re lucky enough to be able to afford your ideal motor, your first car insurance policy might not be the top of your list of priorities – but it’s certainly something to consider.

When a car insurance provider calculates how much to charge you for cover, they estimate how much of a risk you pose as a driver and therefore the likelihood they’ll have to pay out for a claim.

One of the obvious things which affects your level of risk is the car you drive, its performance, security and statistical probability of being involved in an accident.

Each car model is graded and placed into a car insurance group. numbered from one to 50. The lower end of the scale tends to define cars which are cheaper, have smaller engines and lower specifications.

For example a Citroen C1 1.0i is in car insurance group 1, with its 998cc engine, whereas a Land Rover Range Rover 4.4 TDV8 with its 4367cc engine is in the highest group, 50.

The more power a vehicle has, the more risk it poses for the insurer. The more expensive a vehicle is, the more it will cost the insurer if they have to pay out if you make a claim. It therefore makes sense that the most powerful and expensive cars are in the highest car insurance groups.

When you’re choosing your first car, it is important to bear this in mind because it will have a direct effect on your premium. If you’re unsure which group the car you have your eye on belongs to, ask the dealer or check online.

Avoid after-market modifications like body-kits, alloy wheels or anything which affects the performance or value of the vehicle, as they will increase your premiums.

Getting the right cover

As this is your first step into the world of car insurance. the options available to you can be confusing. The main options on offer are third party cover, third party, fire and theft cover and fully-comprehensive cover.

Third party cover only insures you against damage to third parties (other people) and their property. Third party, fire and theft offers the same cover but also protects you against your vehicle being lost to fire or theft. Fully comprehensive cover protects you against everything detailed previously as well as damage to your own vehicle.

Fully comprehensive insurance is more expensive than third party insurance, but remember: if you were involved in an accident and only had third party cover, you’d have to pay for the repairs to your own vehicle out of your own pocket.

Pay as you go insurance

Pay as you go car insurance is the fourth option, and can make insurance cheaper for some drivers – specifically first time car insurance buyers with very little experience. This type of cover sees drivers charged for the miles they actually travel, rather than using an estimate.

Your car is fitted with a black box which tracks your mileage, on which you are charged. There is sometimes an initial deposit for the box and installation, but from there on in you only pay according to how much you use the car.

Each insurer offering pay as you go insurance will charge a different amount per mile and may offer cheaper rates during off-peak driving times. If your annual mileage is actually quite high, you may find it more cost-effective to buy a traditional car insurance policy.

It’s important to shop around and compare quotes to make sure you’re getting the best deal on your first car insurance policy, but remember that getting the appropriate level of cover for you is just as important as getting a cheap policy.

What do you get when you revive a beautiful 20-year-old physics machine, carefully transport it 3,200 miles over land and sea to its new home, and then use it to probe strange happenings in a magnetic field? Hopefully you get new insights into the elementary particles that make up everything.

The Muon g-2 experiment, located at the U.S. Department of Energy s (DOE) Fermi National Accelerator Laboratory, has begun its quest for those insights. This month, the 50-foot-wide superconducting electromagnet at the center of the experiment saw its first beam of muon particles from Fermilab s accelerators, kicking off a three-year effort to measure just what happens to those particles when placed in a stunningly precise magnetic field. The answer could rewrite scientists picture of the universe and how it works.

Congratulations to Physics Illinois alumnus M. George Craford on being presented today with the IEEE Edison Medal of the Institute of Electrical and Electronics Engineers. The medal is awarded annually in recognition of a career of meritorious achievement in electrical science, electrical engineering, or the electrical arts. The citation reads, for a lifetime of pioneering contributions to the development and commercialization of visible LED materials and devices.

Craford is best known for his invention of the first yellow light emitting diode (LED). During his career, he developed and commercialized the technologies yielding the highest-brightness yellow, amber, and red LEDs as well as world-class blue LEDs. He is a pioneer whose contributions to his field are lasting.

While heritable genetic mutations can alter phenotypic traits and enable populations to adapt to their environment, adaptation is frequently limited by trade-offs: a mutation advantageous to one trait might be detrimental to another.

Because of the interplay between the selection pressures present in complex environments and the trade-offs constraining phenotypes, predicting evolutionary dynamics is difficult.

Researchers at the University of Illinois at Urbana-Champaign have shown how evolutionary dynamics proceed when selection acts on two traits governed by a trade-off. The results move the life sciences a step closer to understanding the full complexity of evolution at the cellular level.

Since the discovery two decades ago of the unconventional topological superconductor Sr2 RuO4. scientists have extensively investigated its properties at temperatures below its 1 K critical temperature (T c), at which a phase transition from a metal to a superconducting state occurs. Now experiments done at the University of Illinois at Urbana-Champaign in the Madhavan and Abbamonte laboratories, in collaboration with researchers at six institutions in the U.S. Canada, United Kingdom, and Japan, have shed new light on the electronic properties of this material at temperatures 4 K above T c. The team s findings may elucidate yet-unresolved questions about Sr2 RuO4 s emergent properties in the superconducting state.

The DSSG is a program of education and study that introduces outstanding science and engineering professors to United States security challenges and encourages the scholars to apply their talents to these issues.

Get up close and personal with science! For the 8th year, the U. of I. is bringing “Science at the Market” to the Farmers Market at Lincoln Square Mall in Urbana. Most Saturdays from May 6 to October 28, 8 a.m.-12 p.m. experts from campus and the broader community will be on hand with demonstrations illustrating the science they represent.
